With my fisher in my first character happened. I could accept quests level 25-29... But My arcanist was 22... Yet I managed to fullfill one quest somehow and when trying to obtain the reward it said "You need a Disciple of War or Disciple of Magic level 29" or something like that, so fisher couldn't because being fisher, (but could accept it). And Arcanist couldn't because of level.
