All I know for sure is when I need rain for certain fish, prolonged droughts ensue.
Not at all. One of the reasons I LOVE this game is because of the rain and weather in general.
No. I needed rain in Raincatcher Gully to get Thunderstorm Sculpin in my fishing log. Started to wait in the evening of Saturday and didn't get it to rain until Sunday in the afternoon (without doing anything else. If it rained, it happened while I was asleep). I want weather forecast in-game so bad.

Personally I'd like to see more weather effects. Those could be done with current assets like light drizzle and foggy rain an light and heavy fog. Windy fog would be cool too.
Hello!
The development team is currently preparing an NPC that will tell you the current weather as well as the weather forecast. While I do not have a specific implementation time to share right now, I’ll be sure to make a follow-up once there is more information.

When I got to that fishing quest, I swear it didn't rain in Gridania for days. I ended up buying the required fish off the market board...
And said NPC will be able to predict the "Hopelessness" weather? :P
