Alt+R.I think most of us forget what it was like to play an MMO for the first time. I remember when I first started FFXI I didn't know how to reply to a tell. I was having to do a search, find the person, then send a tell. I had no idea you could alt+R. There's nothing in game that tells you.
No one starts playing knowing everything. That's just how we like to remember ourselves.
Thanks, I now know how to reply to whispers! No more will I attempt /r in vain, heh.
PS3 limitations

LOL, this is assuming that all the people in your party a) want to talk, and b) aren't spammers. You put the markings up for the spammer GO GO GO people so they don't mess up your run.
I want to whisper other players while running dungeons!

Regardless of seeing the obvious chat window there are no instructions on how to use it, so I think a quest to learn it sounds great. There are quests that force you to use emotes, why not chat?
We are constantly helping new players with things like
- changing the options on a chat tab
- setting the default chat window behavior
- how to chat with the free company
- how to chat in a party
- how to chat in a linkshell
- how to reply to the last tell (which is buggy - you can try to reply to a blocked tell you never saw)
- before the first patch, how to blacklist someone
Manuals & Play Guides are great for learning basics.
Square has provided you with a lot of information on the Lodestone.

The specific information you're looking for can be found under the Section titled: Chat
I'm surprised you figured out how to post on the Official Forums before you figured out how to operate the chat log.
Some people don't feel like chatting during dungeons because they already know what to do and just want to go as quickly as possible. I usually just say "Hello" at the beginning and "Farewell" at the end unless someone else says or asks something.
"/p Text" is the most common way to chat in party, however there's also a couple other ways not many people know about:
- Typing "/p" then hitting enter will default chat to party. This works with other chat channels as well.
- You can quickly enter party chat by pressing Alt+P. Other chat channels have hotkeys like this as well, just check your keybindings for what they are.

FFXIV dungeons has no strategy to communicate for, its the same pattern every time you play.
You do it few times, you are now a master.
The only few times i had to explain is when i do a low level roulette, since those players are mostly new.
Goodbye, Final Fantasy...
