3 to 5 Second Delay after talking to NPC's, Triggering a Quest or Levequest

In the bar in Gradania after you get off the airship at the levequest counter. And various other NPC's.

Various different game times. Happen consistently throughout a whole day.

Steps:
1. After selecting a trading levequest, upon exiting and receiving the sign saying that I accepted the quest my character can no longer move, but I can work the gamepad, and click on things, or try to teleport, but can not physically move for around 3-5 seconds.

2. This would happen after I talk to the starter of the levequest, and happen again when I turn in the levequest to the NPC who wanted the item.

3. No macros were used while this happened.

4. No error messages showed.

PS4 Version and PS3 Version, and it started happening after the patch. Never happened before, and it does it frequently.
