what hes saying is it doesnt increase your skill right now, it doesnt affect anything extra beyond "Recomended support"
but that they are looking into making it do more

EN version says

but, JP version says DIFFERENT thing.
JP version is much like the explanation of Treatises in same page.

JP: 製作設備について
JP:…… 特に設備の使用が前提となっているレシピの場合、認可を受けていなくても製作は可能ですがコマンド成功率が大幅に下がります。

trans:about Synthesis Facilities
trans:...Some recipes requires Synthesis Facilities. While you can conduct synthesis without the facilities for those recipes, the chance of success for command executed during synthesis will drop significantly.

if this adds to success rate then is there a chance they might consider letting us know what % it is increased by? if it is only boosted by 10-20% it still leaves a large chance to fail but it will still be a boost none the less.
