Really, it only keeps happening because players know they can get away with it. The only way to fix this in any capacity is to have GMs actually caring about harassment- although votekick/abandon/ready check system that weren't designed in a completely brain-dead fashion would be pretty helpful.

......We filed reports but got the generic response back. 50 minutes later and they still harassing us...

A proper investigation takes its time. You really cannot expect people banned on sight of your report. I am sure after one month of account locked, some people will think twice before redo that smart things.

Other that account locked, I'd like the sanction will strip them of all and every item on their account, included, but not limited to: armors, inventory, Gil, Seals, Tomes and everything on the retainers. If this makes the player not playing anymore, it may be a loss of sales for SE, but a great improvement for the overall game community.
