That doesn't make any sense. How does a random roll, conform all that to RMT? Just crack down on player casinos, there's no need to remove the function as a whole. It makes no sense. :/Putting it in would encourage player casinos, and that can lead to fast gil, either by the person running it or people playing, and anyway to make fast gil without "working" for it they take out, or leave out all together because of RMTs. Putting it in for loot purposes would mean they need to change the loot system and add some type of Master Looter option.
If it's not in the game, there is no need to police it, meaning they spend no manpower dealing with it.
