    Theres a warning for that in the steam store. "The PAL version of FINAL FANTASY® XIV: A Realm Reborn™ will require a European & other Regions Square Enix Account to play."

    Maybe you could make a European account and play with it?

    There's the same message on my version of Steam, only it says that a NA account is required for the NA version.Sounds like he'll have to make a new account.
