The reason why the this event increases in level requirement with each successive quest is because they all involve specific FATEs to be completed which take place in areas of those levels (the last quest for instance, has a FATE that occurs in Mor Dhona, a level 45-50 area). Having said that, the first quest is easy enough, as all you have to do is complete either the FATEs 'Sister Crustacean' in Middle La Noscea, or 'Tender Buttons' in Western La Noscea. Doing so will gain you two key items.

One of these items is required to complete the quest, gaining you one part of Lightning or Snow's costume (the gloves if I remember rightly), while the second item can be redeemed with the vendor next to the quest npc for one FFXIII-themed weapon. Note that those FATEs can be done repeatedly, thus allowing you to gain all the weapons (you can only do the quest once though).

The remaining three event quests will each send you to a special FFXIII-themed FATE, which again completing it will gain you a new key item, which upon trading to the npc gives another piece of FFXIII armour, until finally, you'll complete the full set.

Hopefully that hasn't been too confusing for you.

Chapter 1 provides all the weapons, the gloves, and the hairstyle, so you can at least get the majority of items without having to level very far.

Chapter 2 provides the trousers or skirt.

Chapter 3 and 4 provide the boots and coat, but I haven't done these two yet, so can't tell you which is which. (I'm guessing boots for chapter 3 and coat for chapter 4.)

Oh, and although for chapter 1 it says "Required Level: 12 or above" anyone who didn't start the game in Limsa Lominsa will have to be 15 or above, because you'll need to complete the level 15 main storyline quest that unlocks travel to Limsa Lominsa.

Chapter 3 is boots, Chapter 4 is the coat (I remember that's the order I gained them the first time around). The Chapter 3 FATE is in Coerthas and the Chapter 4 ones in Mor Dhona, so you'll need to be a pretty high level to survive.

Completing them all also unlocks the new hair cuts too.

Snow's hairstyle for male characters. Would be pretty weird to have a male character with Lightning's hairstyle

    So Gutted by this

I have no idea why SE seem to love turning a blind eye to the fact that a good part of their player base is NEW to the game. May have just started because they got it as a Christmas present.
These folks are not going to be able to complete all the event Fates. so it's like a slap in the face to newbies, all for the sake of level 13 gear which is actually USEFUL to players in that level range.

I have 3 kids under age 5, a full time job, plus all the housework to do. Get to play a couple of hours of the game a day.
My kitty girl is level 17.
Am I going to be able to get her to 45 so I can complete the Lightning set? Not a chance in Hell. Might possibly manage to get as far as the third chapter. At least I'll be able to complete the Snow set.

Not understanding why the fates had to be set in such high level areas! considering you have Garlean outposts all over the low level areas anyway, why couldn't two have been set in those areas?
