People don't use it because it doesn't work fine.

It's a vicious cycle.

people used it before when sp parties were actually viable, and it worked pretty well, its not really difficult to use at all, and if people are putting up parties its good, but they did say they were combining it with a search feature as well. Combined with a search feature the only problem i see is not being able to join while people are in battle. (one advantage of the setting recruitment is you can go out and do something without searching constantly)
