3 to 5 Second Delay after talking to NPC's, Triggering a Quest or Levequest

Various different game times. Happen consistently throughout a whole day.

Steps:
1. After selecting a trading levequest, upon exiting and receiving the sign saying that I accepted the quest my character can no longer move, but I can work the gamepad, and click on things, or try to teleport, but can not physically move for around 3-5 seconds.

2. This would happen after I talk to the starter of the levequest, and happen again when I turn in the levequest to the NPC who wanted the item.

3. No macros were used while this happened.

4. No error messages showed.

PS4 Version and PS3 Version, and it started happening after the patch. Never happened before, and it does it frequently.

- Has happened both while in party and while solo
Frequency: Most times upon completing a quest, levequest, or other content that involves speaking with NPCs.
- Playing on PlayStation 3, have a 120 GB Slim Model (CECH 2001A)
- Have Mediacom High Speed Internet (105Mb/sec connection)

My character will remain stuck in place upon turning in quests or speaking to NPCs with dialogue boxes. Has happened multiple areas of the game including Gridania, Mor Dhona, and Coerthas. Still able to target things, draw weapon, and move the camera, but character remains fixed in place for anywhere from 2-10 seconds.

This issue began post patch 2.16.
