That's actually not correct - npcs at Black Brush Station actually state it really is a proper railway rather than just being mine carts - and that if you wait long enough you can see the 'magitek locomotive' that hauls the trains. Of course this is just flavour text - sadly no trains ever actually appear on them in the game, but the main thing is, it is definitely a railway.
Not to mention the official website makes mention of 'iron causeways spanning the desert wastes' and powered by a fusing of 'Imperial magitek technology with the mine carts of Ul'dah', which is probably the source of your confusion between the two.
Then there is the railway that runs between Castrum Meridanium and Castrum Centri (which is nicknamed the 'Phantom Train'), but that's Garlean built and operated and hence is seperate to the Ul'dah line.
Well I'm expecting Doomtrain to be a boss where his body serves as a Dungeon where we move through doom train and fight it once we reach its head.
As of current story progress we know so far this maybe the story dungeon we run to get into the Garlean Empire.
Entering the Garlean Empire via train would be one way to get into the place and if they have a remix of a FFVII or FFVIII battle theme once we are in the Garlean Empire my fanboy inside will go crazy.
