I was finally able to update...
I don't know if this was the actual solution. Could just be luck.

Get your passwords ready and prepare to lose your game data..

My only solution was to format my PS 3 drive (which wiped out all my games, and data) and did a fresh instal of FF XIV. I did not have to DMZ (everything was set to auto detect in ps3) did not have to set router, did not have to find the sweet spot for MTU, or call ISP. I only reformatted the PS3.

My guess is the new packets corrupted the legacy packets during download/instal, or the other way around. Also, the data servers have been so overwhelmed recently I kept losing access, causing the corrupt data.

Please let others know if this worked for you.

Sorry about my rants earlier, we should not have to work so hard to find a solution.
