Bard Rooting Through Walls (No LOS)

Whether it's a latency issue, a bug, an exploit, or whatever, being able to root, sleep, cast, or anything through walls is a huge imbalance issue. The example I am using is that a bard was clearly not in LoS of me for at least 2-3 seconds and still got nailed with a root.
