No way at all this isn't overpowered...not one bit...

Currently, I can...

Fire III, Fire II, Fire II, Fire II, Swift Cast/Flare, convert, Flare, transpose, wait a second after 1st mana tick, Flare, Fire II, Flare, repeat from transpose endlessly.

The one I purposed probably wouldn't even be as good as this one. At most, you could get a maximum 3 instant flares per rotation, but that is unlikely. Firestarter is also 40% and I may get two out of the 5 fires I cast during the single target rotation. To stop Flare from being abused, I wouldn't mind at all if they made the hard cast 5 seconds (and still deplete your mana). That way, the only flares you would use that aren't procs are Swift Cast flares at the end of rotation. And you could only do that once per minute.
