What needs to be done about this is basically when a person is invited they get the lowest rank with nothing.
They cannot promote the player for 10 days. That's how it should be.

Heists like this are clearly planned. On the 11th day, it will be executed. This solves nothing.
It does solve it, because it's not SE's job to make poor decisions in anyones Free company, the leader is stop giving the power to promote to others.
Also the power to invite. That's what the application is for if someone wants to join they will, I don't know how many times when i didn't have a FC someone kept tossing me random invites, because you want the FC to be full take a page out of FFXI and have 1 leader its their job to keep things in order not SE's.
All you can do is ask SE to make some fixes and they aren't going to overhaul the whole FC if something sounds great they might consider it.
Though as I said its up to the leader and trust me stop having your members invite and then putting full access to everything that is on you. poor decision making.

It solves nothing, if you think you can spot all scammers in 10 days, then that's a fixed image. Crime can be organized even in games, and it isn't always arranged by a bunch of it idiots. It is also SE's fault for implementing a broken system. While we can argue that "you shouldn't give X person ANY rights unless you REALLY trust him", promoting above your own rank is an absurd possibility that should not exist. I feel like this is not even an intended feature, but SE is too lazy to go and rework code so that you can't promote above your own rank.
I'm gonna quote myself for silliness here. I don't know how anyone can agree with a system like this.

As a side note, if you go into PF and try to warn people about FC robbers, YOU are the one that gets in trouble. The FC robber can report you for public slander, and then YOU are the one that gets temp/perma-banned (based on previous offenses). Clearly SE is trying to promote FC-robbing as a legitimate activity.
So you are saying that inviting them and it having it auto set them to no access to anything won't fix it?

the 10 days where your officers cant promote them to anything else to see how the person is wont work?
I don't see how it wouldn't, I mean they wouldn't be able to take anything and well you don't have to promote them its your choice and if you make a bad one and they rip you off then you shouldn't give GIL access or access to the community chest to begin with.
Or stop putting stuff in the chest all together, How about lets ask SE to remove the chest all together bam there is your fix.
