How about after a month without any activity from leader, the members of the FC will be given a choice whether or not they want to be leader. If yes, their names appear on a list and for the next week, the entire FC can vote on the one they want (if only one picks yes, everyone will be asked if they agree on that person instead, to prevent any takeovers due to inactivity. If 50% of the answers agree, the person will be leader after a week. If not, everything remains as is, but members can bring up the vote again, once every 24 hours). Otherwise, no one is able to promote beyond their own rank.

If people want a new leader because a leader is misusing their rank, I think it should count as harassment, and S-E should, if there is cause, suspend the leader's account and immediately instigate the vote.

Leaders should, of course, be able to step down if they want to, and to promote a replacement if available. Otherwise it's voting time again.
