It is difficult to create a system that is both flexible for users and that can safeguard against any number of situations. Limiting the use of the ability to promote could have negative implications for users that are using the feature legitimately (for example, if a leader has left, and a new one needs to be appointed), so we have to be mindful of that before making changes.

I don't get the problem with not allowing someone to promote above their own rank in the FC. I believe I understand the edge case you're describing: someone with promote/demote privileges could promote the future leader to rank #2, then demote everyone else of rank #2 including themselves to rank #3 or below. Even so, you don't need the ability to promote above your own rank to do that.

Of course, that also leaves the potential for abuse where someone decides to take over the FC against others' wishes and demotes all the other officers. I really don't think permitting this use case is even necessary at all to allow FC inheritance to function smoothly.
