No. Then people would spam instances and trade comms thus making the system, achievements, and rewards meaningless. They're meant to foster being a better player in both skill and how you act towards other players.

Why do you need to see who gave you a commendation? So that you can run to the forums to complain how person so and so didn't give you a commendation you thought you deserved? And as others have said, enabling friends to comm each other would destroy the point behind the system in the first place.

Isn't the idea to give commendations to the player, that actually - in our own opinion - did quite the good job? I can't see any need to know, who just gave the commendation. Except you're an a*shole and want to bitch around, 'cause people these days love bitchin' around.. o.o

If there were a change to be made, it should be the possibility to give out more than 1 commendation. I hate having an awesome group and have to decide which one gets the commendation ;^;
