No, I mean that I wouldn't recommend doing either of those because it will actually reduce your effectiveness. It's not about preference; it's about being better or worse at your job, and not having total control over your gap closer and execute makes you worse at your job.

This is not an argumentative response but how does it reduce your effectiveness? It doesn't cause me to lose my stacks or affect my dps I am not a full Ilvl 90 monk but I can do easily 270-300+ dps on most encountersNo, I mean that I wouldn't recommend doing either of those because it will actually reduce your effectiveness. Noctis sums it up pretty well:
Specific to shoulder tackle and mercy stroke, having your gap closer on CD when you actually need it turns into a DPS loss, and using mercy stroke on an add when you need it on something that is burst dependent is a strategic loss. With mercy stroke having a very long CD, it is more important to use it where it needs to be used, unlike BRD's misery's end.
In the end, it is simply unwise to automate the usage of abilities that have more strategic value than pure damage.
