Plain and simple: names are your record of accountability. If you, or anyone, is a horrible player, you should not get the opportunity to pay to dodge your bad rep.

Conversely, if a good player quits you (or whoever) should not get the opportunity to impersonate them and inherit their good rep.

that's one of the many things I hate about name changes. You can dodge your bad rep just by changing names and nobody will be the wiser.

That's what IP logs and blacklists are for. Blacklists carry over despite name changes since it's blacklisting their account not their "name," so really, that has no bearing whatsoever. If you find someone a "horrible player" then chances are, you're going to blacklist them or stay away from them no matter how many times you encounter them, regardless of character accounts and whatnot.

Your second point? Inactive characters are erased eventually and the name becomes available again regardless. That has no bearing at all, nor has anything to do with the suggestion.

Maybe you should make a thread about how we can punish people you don't like or think are horrible players. If someone like you, with that attitude, ever becomes a GM in this game, I quit. I'm more interested in making the game better and more convenient, not about how we can ostracize people we dislike or single them out for reasons we don't agree with.

The one thing I was hoping that XIV would inherit from XI was its sense of cooperation and community, though I'm finding it heavily lacking.

If you ever find your way to Hyperion, please feel free to blacklist "Shisa Wisp." I help people on a regular basis with dungeons and trials across all roles, so we're pretty likely to cross paths on that server if you don't.

If you think a person is a bad player, Then it would actually be wise to blacklist them instead of putting up with more of their crap. If you seriously don't blacklist bad players but however complain about them on a suggestion forum then that's just pure hypocritical of you.

With that said, a name change should carry over on your blacklist, therefore not much confusion is created. If a good player quits and a person tries to impersonate them; people are different. A bad player will eventually show their true colours so I don't see much drama.

If you don't like the suggestion of a name change, don't use it. As this game continues to grow, more features and more features will be offered. If you keep restricting and opposing suggestions, this game will hardly grow at all. And if you shut this suggestion down, I'm sure someone else will just start a new one in the future; as proven by the numerous people who actually want this feature.
