This doesn't really change the amount of research and work SE would need to put into it. They'd still need to examine all current existing water-bordered areas to determine how quickly fatigue should set in to prevent folks from reaching places they shouldn't reach.

On the other hand, if folks just want to be able to swim because, hey, we have swimsuits, we should be able to swim somewhere, I could certainly see SE adding special self-contained areas where folks can do just that for fun, and possibly also with minigames involved. Costa del Sol seems like natural place to set something like that up. But implementing an all-around swim ability, where your character can dive right in as long as the water's deep enough? I don't see that happening anytimes soon, if ever.
