At the least it should be changed so I can move the ground target with the right stick. I'd rather lose camera controls briefly than movement controls.

There is an option to use it the old way in your settings.

I don't know how you do it.
I pop the action, it says on top screen "move with R1+Left stick", and I can do it.
I can also move the pointer with my right stick and move my caracter at the same time, totally ignoring what's written on my screen.
And I can even L1+click right stick to get the mouse-like behavior.
