Problem with a system like this that people min/max. ie Community does testing and finds that 3 out of 5 skills available to unlock are actually worth their weight in gold.

You can see it in PvP skills that you can purchase, you can see it with the cross-class abilities you can select from, and even with FFXI's merit system you can see it. I personally would like to see a system in place that doesn't add worthless skills that the majority of the community avoids. Giving us 10 options and 8 are worthless is basically just giving us 2 options. What exactly is this mythical balanced system of new skills? I'm really not sure, it would require a lot of research on how people spec their current jobs/classes.
