New rain effect is a bit disappointing. It should look like this:

Right now when it rains, it's as if the water is just falling through the world.

when it was first announced i was expecting it to look something like 13-2's rain effects :/ was a little disappointed with it aswell, but I guess these effects are better than none

Just to tell ya, there's no differences with characters being wet or looking wet doing rain. I've took screenshots doing rain and non rain and there no difference on the PC, I run my game on ultra.

1. @wet effect - It is that subtle, it's like a glisten effect on your character's clothes/hair. Things become slightly darker in a sense too.

2. Also the PS3 limitation on effects is incorrect. As they already have in-game settings specifically for PS3 players that can be turned on/off. So it should be much for them to add extra texture downloads and effects for PC updates that can be enabled. (It isn't like you render graphics on the Server side anyways, those are client based rendering)

3. Hopefully DX11 update makes things noticeably better when it comes around.

1. The effect is really really subtle on crafted gear but on AF gear or darklight gear, or dungeon green gear, no effect. I'll even post it soon when I get home from work. Pretty much any gear that you can dye on will get the wet effect.

Did you try using darker clothing? I'm only on High Desktop settings (The automatic ones), yet I can see quite a difference. It's mainly white or very light shades that force me to squint to notice anything.

That is the issue tbh, only show ups a lot more on darker clothing with non-slick textures, but my allagan healing/casting/maiming bodies get little-no effect :/ (Yes my settings are maxed out)
Then again my thoughts on stormy weather and drenched clothing has a different image mentally.
