Below are a couple of comments from Hiroshi Minagawa about the issue being experienced where there is a delay when trying to switch between hotbars with the gamepad.
We are currently investigating this as a bug.
No changed were made to the R1 button feature, but it’s possible that it was affected in some way from other change. Due to this we will be looking into the implementation history and searching for the change that is causing this.
I understand this is a really severe issue and I will make an announcement with further details as soon as possible.We’ve determined the cause of this issue and I would like to give you a breakdown of the situation.
- The Change Causing this Issue
In order to address the above, we added a process that would disable button input for a set frame right after releasing the L2 and R2 buttons. The L1 and R1 buttons were also included in this, which is creating a delay when switching due to the disable input period.Directly after executing an action set to the directional buttons on the cross hotbar, if you release the hold on the L2 and R2 buttons and are still pressing the directional buttons, it acts as an anchor. Please fix this.
- Method to Fix the Issue
We’ll be reverting the above change back to the 2.15 functionality.
This is the quickly method to address this issue.
- Hotfix Schedule
I’ll be confirming with the programmers and the QA team for when the fix can take place.

It's really annoying but at least they've found the cause and are working on a fix, hope they get it ready for the PS4 beta if they want to leave as good of an impression as they can on players no matter how new characters are or how small some people think this issue is.
glad the identified the problem, i just rage quit because of it. game is virtually unplayable for people used to the old settings
Honestly, while I have noticed that I can't switch hotbars while holding R2, I did notice a new behavior that I felt was pretty neat. With R2 held L1 and R1 switch targets. Probably 'working as intended' but it's news to me.
That's been there since launch but I don't think it's explained anywhere so a lot of people don't know it's there even to this day, it's really convenient because it's basically tab targeting for gamepads, I didn't discover it until about two or so weeks after launch IIRC. The only inconvenient thing about it is it keeps auto attack on when switching targets, so say if you're Bard and you're already auto attacking Garuda and tab to attack plumes and it happens to tab through a Spiny it will auto attack it, so you gotta be careful and use L1 + UP/DOWN to scroll through the enemy list instead in those cases.

Try this as either a temporary fix or you may just decide you like it better anyway.
LT + RT (hold LT first, then hold RT) This brings up the Left side of Xbar 3 (or whichever xbar you choose)
RT + LT (hold RT first, then hold LT)This brings up the Right side of Xbar 3 (or whichever xbar you choose)
I like this setup for all my Classes/Jobs but is especially convenient for Smn/Sch since tapping the RB brings up the Pet Hotbar anyway.

Except I already use that function as you have already posted it. I need my Fast Swapping for Marking as a TANK (Xbar 1 and 2 used for all job skills and class abilities, and Xbar 4 is my 'Marking Bar'). I can normally leave it on Xbar 1 and R2+L2=Xbar2R2, L2+R2=Xbar2L2. They Speed swap from 1 to 4 to mark, and then back from 4 to 1 was very useful to me, and cannot be fixed with the Hotbar thing you recommend as I already use it practically.
just curious. i played around with this feature to try to work-around the current problem but cannot seem to get something right about it.
does the hotbar that pops up when you hit L2->R2 (or the reverse) need to be in you rotation or can it be hidden until we hit L2/R2 combination?
i currently have 2 hotbars that i use on every job but i was thinking with this feature i could have a 3rd without having to tab through 3 every time.
I'm just going to wait for this hotfix, if it's been acknowledged as a severe issue, shouldn't be long.
