PS3 Controller Hotbar problems

Cross Hotbar Controls set to Hold? That seems to be what's giving me trouble.

After letting go of R2/L2 there seems to be a second or so delay which I'm positive was never there before... It completely locks you out of doing pretty much anything but moving; can't switch hotbar, can't access menu, can't select mouse mode, can't interact with NPCs/etc.

Whatever they did, it's completely destroyed how fluid it used to be...

Yoshi did something in 2011 with gamepads that completely made me quit the game until it was fixed. It was Gamepad target filter. The initial concept of filter was using up and down on the D-pad to change filter, making it absolutely impossible to target pt members from the PT list.

Yoshi is at it again with this "stiffness". I swear this is making me not want to play right now. I'm a healer this is a problem for me.
