Same. Incredibly annoying. I use a Ps3 controller connected through USB. Worked like a charm BEFORE 2.16. Seems to have to do with a delay after pressing R2 ("Activating the hotbar") and letting go of the R2 button (Deactivates the hotbar). If I rapidly spammed R2, R1 (R1 switches hotbar) before 2.16, there was no delay. Now, it seems to be locked to the current hotbar until releasing R2 and waiting for the hotbar to fade to normal size. (The hotbar plays an animation when activating it, sizing it up, and showing the name of the skills.) It takes approximately 1 second until after release of the "activate hotbar" button. That's A LOT, and I CAN NOT afford to fuck up in important fights. (Tank right now.)

The delay seems directly tied to the same delay in being able to use a GCD ability.
It seems that the same amount of time where you have to wait from your first step of a combo is the same amount of time you can't tap the right bumper (RB) to swap cross hotbar sets. If you wait until your GCD timer is half done, the RB responds immediately, so I'm guessing that the GCD cooldown and the RB tap to switch has somehow been linked. Using the RB + x/y/a/b seems to remain unaffected.
Like others have said - this is a really big issue for people that have gotten used to tapping RB mid-combo to use non GCD abilities & buffs, then tapping back to the combo.
I also noticed a slight delay when opening the Teleport selection window as well, for example I normally do L2+Teleport then just press up to go to Mor Dhona, instead I almost got Teleported to Limsa because the cursor wouldn't move right away like it normally would :l
They better fix this.....

I'm experiencing the same problem with a Logitech F710 on Windows. Outside of battle everything is as super quick as it's always been, but once in battle, I get delays where R1 doesn't respond when trying to switch hotbars.
I've also noticed that pressing left and right on the d-pad to switch targets, or pressing B to select the nearest target sometimes will not respond.
No problems while I was mining, but for endgame content, this issue is crippling. Please make this an immediate priority!

i have the same issue, cant play properly, changing cross hotbar killed me twice today because i cant use it as fast as i used to and pressed wrong skills.
