Same problem (PS3). Really gamebreaking. It happens everywhere, everytime I use a skill then I switch back to another bar cycling, it's totally unresponsive. Didn't touch gamepad setting after patch.

I'm experiencing same problem on ps3. it's also affecting target switching when an action is in animation, won't switch targets quickly
Confirmed again. Severly impacted my play and enjoyment of the game.
Does there happen to be a dedicated thread for issues concering the cursor icon when using ground targeting abilities like "flaming arrow" Since the patch, the cursor will get stuck on the screen every time i use the ability even if ground targeting is set to unlocked. It's pretty annoying.
I'm having the same issue, using gampepad on windows
i have to press twice to change the hotbar
The trick seems to be letting go of L2 and R2 a little early before wanting to hotbar switch. Only work around until they fix it.
Same issue here. Windows, using xbox 360 game pad, seems to be ok/better outside of battle, but as soon as you are in battle, switching hot bars is non-responsive, have to push R2 several times for it to switch. Cannot tank/play like this, please address.
