    I program for a living I understand how it works and there is no reason why it would be affected by scripting... Only thing that may affect it is processing power and system limitations... I've seen numerous games that can handle it so I highly doubt that is the issue...

    I imagine the problem of implementing wet particle effects has to do with the system controlling the ammount of particle effects being drawn on a particular character at any given time. To give an example in another game, in Skyrim there's a mod that adds FX to the targets of elemental magic. If you go fight ghosts (who are just normal NPCs with a 'be transparent' effect applied), you get funny businees: the effects overwrite each other. So you run into a ghost who, after being zapped with lighting, is very corporeal for a few seconds before becoming a ghost again.

    With that said, I have no idea how ARR handles FXs on actors, so maybe the problem is different. Like the one implied by the above poster.

    yes, but if the effects are controlled by the server, like a lot of things are in this game, it could cause a ton of stress if multiple regions are raining.

    incorrect,

    the actual effect itself would be generated by the local client... the only thing the client should need from the server is "hey, is it raining where I am?? OK!! I'll make all these cool rain effects happen"

    I know there is more then just a graphics team, it's more about half done content being released, weather effects should have been day one at release, not have a base for weather effects in at launch, 6 months later patch in half the remaining rain effects, 3-6? months later finally finish rain, what do we get to look forward to next year, your character sweating when there is hot weather in the desert, it's like they said last year when they delayed 2.1, it should be ready to go, or put off until it is ready instead of little pieces at a time.
