That would require dynamic deformation, which we no longer have in the new engine. Or an animated effect to play and sustain till the rain ends, which would be a (admittedly small) burden on the system.

People are disappointed with the extremely subtle weather effects and its their gpus fault???

Landscape is effected too, trees and stones are more shiny under rain, but darker... Effect on some gear looks rather nice, I guess I was bit too quick to judge... it is better than "joke". Running droplets would be nice thou.
