question about the adjustment for the respawn rate

the patch notes said they adjusted the respawn rate of the enemies in Western an outer la noscea my question is have they been lowered to not spawn as much or do they spawn more quickly now?

I have a feeling it's probably been raised since that's where they'll be running the Sahagin Tribe Quests through. They had to raise the spawn rates in South Thanalan and the Sylphlands so everyone had enough targets to kill.
