    So there has clearly been some misunderstandings. That is probably an issue with the smaller but growing market size, and that everything is called Windows.
    Windows RT is a framework, it is used on windows phone 8(which is windows CE based, WP7 is similar but I'm uncertain if it uses the RT framework or not) and on tablets, and its also the modern apps for windows desktop, in effect they are trying to make it so most windows RT apps work on windows desktops as well as their phones and tablets.

    many of the WP8 apps already work on windows 8(8.1) with little to no modifications. microsoft did this on purpose because they are afraid they will be left behind if they dont take action

    hope this clears things up for you. you should also note that many of the windows RT apps are planned to be usable on the xbox one
