how do i transfer my beta toon into live?

Not sure what you're getting at.

When you log into the game for the first time with a toon from pre-release you should simply have to go to the server on which it lives and you should see it listed there. As far as I know all servers used for the beta made it live, Hyperion which is where I was on certainly did.

Maybe things changed but I don't recall seeing SE post anything indicating that.

I'm assuming that the character is from Beta Phase 4. All characters made prior to phase 4 were wiped. Any character made from Phase 4 on is available to you using the same service account you created for Beta Access. You need to make sure you tie your retail activation code to THAT service account, otherwise you can't access any of those characters.
