Its actually not like this at all.

Using your example, both people "running" are competing to finish the race. this "scenario" isn't like that at all. This is the real scenario using your example:

Put one person running and a second person walking, but both want the right to be on the track at the same time. The "act" of being measured, by stop-watch or by DPS meters, is what is found offensive to the person "walking" around the track. That person spends the same amount per subscription per month as the person "running" around your track. The stop watch must not be left alone to the "walking" person because it is something that excludes them from content that they pay for as it will always be used against them if allowed in game.
