For those who forgot about all those past interviews leading up to the revamp of FFXIV 2.0,
Player mods was planned to be incorporated into the game. However it will not be the focus of the FFXIV 2.0 launch.
Whether if it is just texture mods or UI mods, it was considered to incorporated.
Though calculating DPS might not be supported, unless if there's some clever way to twist the UI to accommodate it.

Q: What exactly do you have in mind for community-generated add-ons? Also, how much game data will we be able to utilize?
A: The type of add-on I have in mind are those of the UI persuasion. For example, we can have players customize the UI with a skin of their choice, have enmity displayed graphical, and add windows to view useful information so players will be able to separate information that is otherwise displayed in one large, single window. Add-ons will then become active once they are downloaded and placed in the custom folder. As for the PS3 version, we'll make sure it doesn't trail behind the PC version.

How will the user interface (UI) evolve? Will users have the ability to createmods, or interface elements, and to add them to their interfaces and share them with friends; how is that going to work and what will be the guidelines and protections against hacking?
• Naoki Yoshida (NY):
For the first 6 months after the release, we will focus on improving the interface based on players feedback. After these six months, we will provide the tools to allow players to create their own add-ons.
Honestly, we do not intend to adhere to strict guidelines for the creation of mods, we wish to leave the creative freedom to the players so that they can create and test new ideas. For example, it is perfectly possible to see the development of a specific UI for healers and one for the tanks that would better show who is getting hate, or improve the management of healing. Being too strict severely limits the imagination of designers and reduces the interest of mods.
On the question of security, there are of course concerns, there could be viruses or trojans on some add-ons, and this is something that users should be aware of and accountable for the risks in the use of mods. We also plan to work on a special website that will allow players to download add-ons that will be consistent without needing to check. But if, for example, a friend created a mod and there is a virus in it, we will not be able to help. There is therefore a risk that the player must take and remember.

4 - Not sure how much but the PC specs will increase more and more, those current high end PC’s right now will be the standard later.
Y - When that time comes, to make sure people don’t feel that way, we are going to keep on increasing the capabilities for the graphics.
4 - So you mean you’re going to add a higher quality settings than what is available now?
Y - Yes. For example in “The Elder Scrolls V: Skyrim” by implementing MOD, there are players playing with very very high quality. In FFXIV ARR, we want to add higher and higher options and continue to provide the best graphics.
