Actually it does, the enmity bonus is REGARDLESS of the combo. The combo for halone only increases its potency. And the enmity modifier for halone iirc is 6x, so even if it has 20 less potency, still has a much higher enmity modifier.Is there any reason you're not using Shield Lob instead for that specific situation?
Shield Lob has 120 potency, and generates 3x enmity (4.5x with Shield Oath), according to the Valk Dancing Mad enmity tables. It also has the same GCD as Rage of Halone, on top of having the ranged bonus. Uncombo'ed Halone has 100 potency, and doesn't have the enmity bonus unless it's combo'ed.

Halone has a 5x modifier (7.5x with Shield Oath up). An un-comboed Halone creates 100x7.5=750 enmity. Shield Lob creates 120x4.5=540 enmity. If FoF is popped, both values increase by 30% to 975 enmity and 702 enmity respectively. As far as I'm concerned, I always pull with Tomahawk/Shield Lob. By the time I actually get to the mob after the Tomahawk/Shield Lob, I am ready to start my BB/RoH combo. It also lets me get at least one shot in before the derpy bards start with their front loaded damage. Before the 2.1 enmity buff, I would Tomahawk >> BB >> BB combo when I had those derpy bards. Now I can just Tomahawk >> BB combo no matter how trigger happy the dps is.
(I think with the 2.1 enmity buff, Shield Oath/Defiance now provide a 2x modifier instead of 1.5x modifier. Someone can correct me if I'm wrong.)
