Actually it does, the enmity bonus is REGARDLESS of the combo. The combo for halone only increases its potency. And the enmity modifier for halone iirc is 6x, so even if it has 20 less potency, still has a much higher enmity modifier.Is there any reason you're not using Shield Lob instead for that specific situation?
Shield Lob has 120 potency, and generates 3x enmity (4.5x with Shield Oath), according to the Valk Dancing Mad enmity tables. It also has the same GCD as Rage of Halone, on top of having the ranged bonus. Uncombo'ed Halone has 100 potency, and doesn't have the enmity bonus unless it's combo'ed.

Halone has a 5x modifier (7.5x with Shield Oath up). An un-comboed Halone creates 100x7.5=750 enmity. Shield Lob creates 120x4.5=540 enmity. If FoF is popped, both values increase by 30% to 975 enmity and 702 enmity respectively. As far as I'm concerned, I always pull with Tomahawk/Shield Lob. By the time I actually get to the mob after the Tomahawk/Shield Lob, I am ready to start my BB/RoH combo. It also lets me get at least one shot in before the derpy bards start with their front loaded damage. Before the 2.1 enmity buff, I would Tomahawk >> BB >> BB combo when I had those derpy bards. Now I can just Tomahawk >> BB combo no matter how trigger happy the dps is.
(I think with the 2.1 enmity buff, Shield Oath/Defiance now provide a 2x modifier instead of 1.5x modifier. Someone can correct me if I'm wrong.)

I played in 1.0. A lot. As a monk. Didn't pick up tanking til 2.0. I had to tank for people more geared than me at end game. And guess what? Everyone in this thread is right. If you're having an issue, it's up to you to solve it, not tell the developers to solve it for you. There's nothing but sound advice coming from all sides, but all you've done is yell "YOU'RE WRONG, DON'T INSULT MY INTELLIGENCE." How about taking some of the tips in here, and actually trying them?This is why people don't want to be tanks. Even other tanks can be frustrating to talk to about things they didn't personally impact them. You've been around since 1.0 with all your legacy levels and gear, so your experience is different from someone who started recently.

This. There are two basic ways I like to pull. Shield Lob->Circle of Scorn or Spirits Within->Fast Blade and Flash->Circle of Scorn->Flash (guess which one is used for which situation?). I have never just run in and thrown Halone.
For adds, I try to have Halone comboed and ready to go. I believe Flash actually has the same or slightly higher enmity potency with the trait than uncomboed Halone if you lose the combo.
So u really think if they made "Monk or Dragoon" a tank more people will play it, lets say it gets the same armor as PLD/WAR, all combos stay the same except they increase enemity/debuff,all there buffs will be dmg mitigation buffs, and just throwing in flash for aoe enemity. than all of a sudden with got thousands of tanks? the truth of the matter is that this issue exist on every game. Tank/healers have great responsibility and poor performance/death will lead to party wipe, and most people simply do not want to deal with all the rage thrown at them.
I found the easiest way to i90 is to unlock AK and WP only and run the daily high roulette for 70 myth in 40 min - both inst are easy and nearly failproof. I did many runs with tankers who could not hold aggro and it went fine. Having a +1 relic dps is a big advantage there - they will burst mobs 1 by 1 and speed up the run; if they go full aoe mode - i just stop healing them, if they rage quit - ok, dps replacement is instant.A tank should not need to run story mode constantly to jump from i50 to i70 in one go, solely because it is throwing the tank into parties with top tier geared players. Furthermore the i90 people appear in the story mode Duty Finder, too so that doesn't solve the problem at all.
And who the heck is gonna let a fresh 50 go do Crystal Tower?
OP, I do not understand how you arrived at your conclusion. I read your post, and I just do not understand the changes you want to make. Can you please break them down for plebians such as myself who have only tanked up to Twintania?
I've rarely seen this happen to be fair. Tanks are pretty easy to play effectively and problems usually only arise when they are undergeared compared to the rest of the party.Even if the poor performance of the tank directly results in the loss of the instance, throwing a hissy fit about it will do nothing productive. Chances are the tank knew they dun bad and are feeling bad enough about it already. An ego-lashing on top of that is just going to make them want to hang up their sword or axe and join the teeming throngs of DDs already waiting in line.
Now DPS on the other hand, a category where there are so many truly awful players that have no idea what they are doing, don't get noticed so much if they fail horribly. I've done more damage in dungeons on my SCH (while simultaneously healing) than some full i90 DRGs and MNKs, but the only way to know if they screwed up is to use a parser, which we're apparently not allowed to do.
And even that's not a problem if you're a real tank (WAR) or use your abilities effectively (don't write screeds about how the game is broken and take nobody's pull-rotation advice).
As I said earlier I just levelled a new character as a tank and was doing things like tanking Behemoth in CT with an i55 weapon and half-af-half-darklight. Knowing how to play your class is a bigger part of the equation than gear.
I have played a gladiator/paladin since the games launch and do agree with the OP on all issues, they mirror sentiments that have constantly come to mind while playing Tank class in all the games content, have also played every ff title since 1.
If I may add a couple of ideas of my own they might be;
3D graphics capable?/a very rare stage of game where you design one weopon and have it submitted for review/and how about a fully diverse limit break capability ie,one for yourself,one for the party as well as an offensive-defensive option on that for every player as well as perhaps a combination option between party members to agree upon?
