I think I deserve a reply to this question, as many of us developers both veteran and aspirants would like this news to come up with some great add on ideas. Any devs that would like to chime in is appreciated.
One of the responders in this thread claims that the original projection was 6 months after release. I'd probably expect more news to come out around 2.2 launch.
That said, this is one of the topics I'd love to have an update on. . .
Yes I've been hearing the six month thing over and over, and I wish at least we got some idea in between then. At least release a sample API or coding example so us programmers can get a head start or at least salivate at the sample possibilities.

A: We've just begun working on the environment that players can use to create add-ons. We've been receiving a lot of feedback and have managed to increase the completion rate of the base aspects, and once we develop the tool based on this we will be distributing it to players and letting you make your own. It'll be possible to make these add-ons in approximately 6-8 months after launch.
I would assume, at least as much as WoW. So, the ability to modify the G.U.I to its fullest, track dps stats, know when a skill comes off cool down/is available for use. Track hate by numbers, etc, maybe even as far as adding things like bejeweled.
It is doubtful we will see much more power than that.
The Secret World had a nice system in place, where you could change the target 'widget', or your hp/mp/tp display 'widget', or even the inventory view. On the note of what a future API might allow, i'd presume it'd allow everything that the game currently displays. The game does have an innate parser, the devs have shown it in a screenshot of the dev environment (which they were using to showcase the Garuda fight before release) and it's used in PVP, however, they have purposefully left it out of the game's PVE environment, presumably because they don't want it there.
So I presume that enmity values, healths, statuses, form of widgets etc. is good to believe will be avaiable, a parser-like too, however... I doubt
And what all is eventually available isn't necessarily what would be available right at the outset when the system is first released. They could initially release a bare-bones version that only exposes a few game elements and then gradually add more based on a combination of what gets asked for the most and what's easiest to develop.
It's hard to guess which pieces would make the initial cut, though. I'm sure once we get the details there are going to be questions about why some obscure feature was included while some other widely desired feature wasn't.
