Since barrage only last 10 seconds. I think you should put it up last. as for when putting the others up. its up to you really. For me, for example Titan HM. I would save all my buffs for the heart phase. or save up all my buffs for burning down dreadnaught in t4. other than that i usually just pop 2-3 buffs in between a skill.
The only buff that seems to influence Flaming Arrow's damage is Hawk's Eye.And for your global cooldowns, Flaming Arrow will give you the most damage when it can last for all 30 seconds and even better if it can ride off of your buffs. Try to get Flaming Arrow up before incorporating Blunt Arrow or Repelling Shot for damage. If all buffs are up, Flaming Arrow before using Bloodletter.
Pop each buff individually, place the arrow on a dummy, and watch the ticks.
Really, if the enemy is going to be stationary for 15 seconds (less if there are more enemies), then FA takes priority over BL anyway. Something I've noticed on the forums is that some BRDs get really focused on the BL procs and don't really account for just how many things we have that are higher priority than BL is.And for your global cooldowns, Flaming Arrow will give you the most damage when it can last for all 30 seconds and even better if it can ride off of your buffs. Oh man, that means I haven't been taking advantage of it, e.g. if I had a Raging Strikes coming off cooldown just as Flaming Arrow does, then I would have paired the two together.

Edit: I just tried Flaming Arrow without any buffs, then tried the individual buffs e.g. Blood for Blood, Raging Strikes, Hawk's Eye. When watching the ticks, it appears each of the buffs is affecting the damage. Maybe something changed in 2.16?

I tried it on a dummy after reading your edit and will retract what I said.
It seems the buffs now all apply their effects to flaming arrow's damage.

Here are some figures from testing earlier on a single lvl 50 "Striking Dummy" (2778 HP) in Coerthas.
The values are averages over 10 iterations of each case with the unbuffed arrow being the control.
Each use of flaming arrow dealt 10 ticks of damage over it's 30 second duration.
Stats (no buffs/food) - 498 Dex, 41 Weapon Damage (Elfin Bow), 373 Skill Speed, 584 Crit, 279 Det
Unbuffed Flaming Arrow
- 54~60 Non Critical Damage per tick
- 82~88 Critical Damage per tick
- 1~3 ticks dealt Critical Damage
- An average of 613 Total Damage per use on a single target over 30 seconds
Internal Release + Flaming Arrow
- 54~60 Non Critical Damage per tick
- 82~88 Critical Damage per tick
- 2~4 ticks dealt Critical Damage
- Around 650 Total Damage per use
Blood for Blood + Flaming Arrow
- 59~65 Non Critical Damage per tick
- 87~93 Critical Damage per tick
- 1~3 ticks dealt Critical Damage
- An average of 687 Total Damage per use on a single target over 30 seconds
Hawk's Eye + Flaming Arrow (+74 Dex in my case)
- 62~68 Non Critical Damage per tick
- 93~102 Critical Damage per tick
- 1~3 ticks dealt Critical Damage
- An average of 712 Total Damage per use on a single target over 30 seconds
Raging Strikes + Flaming Arrow
- 65~81 Non Critical Damage per tick
- 97~108 Critical Damage per tick
- 1~3 ticks dealt Critical Damage
- An average of 744 Total Damage per use on a single target over 30 seconds
All 4 buffs + Flaming Arrow
- 81~87 Non Critical Damage per tick
- 121~127 Critical Damage per tick
- 2~4 ticks dealt Critical Damage
- An average of 989 Total Damage per use on a single target over 30 seconds
The last time I tested was after 2.1 so they probably fixed it sometime along the way.

This can either be based on preference, or utility based on Duration.
if you're like me, I have all Offensive Buffs on 1 macro, IR being the first. Its incredibly useful, and has the least Recast time out of all damage buffs. So im free to use that @ any time without huge penalties. The further I go down the list, the more important the Buff is for a boss/ longer recast time. So, Internal Release first because short cast time, Raging Strikes last because longest re-cast time.
if you want all your buffs to complement each other for the longest time possible, use them in order of Duration.
So your list should look like..
Raging Strikes - Hawks Eye - Blood for Blood - Internal Release - Barrage
Note: RS, HE and B4B have same duration, but are ordered by Recast time Longest to Shortest.
if only Raging strikes CD was lowered(even if was nerfed a bit) so we could chain it with other CDs ._.
Honestly, since they nerfed both IR and B4B in 2.1 and we're now a solid 20% behind other DD's even after you take movement into account, they should probably just give us a trait to lower the recast to 90 seconds and call it a day.
