    Ability to limit hotbar cycling

    I'd like to see the ability to limit the cycling of hotbars to only those that have actions assigned. I like to cycle through the hotbars during a fight & use the buttons (1 - 0) to fire my actions. This would be a lot easier if it didn't cycle all 10 all the time. If I'm only using 3 hotbars it should roll over from 3 to 1 if I cycle them up.

    Would have noticed this in beta but I was using gamepad at the time.
