What's the question? FOW is a very slight, permanent speed buff. I am talking about a more than slight 3 second speed boost.

What do you exactly mean by slight? Coz if I am to compare Fist of Wind speed buff, it's the same with Swiftsong, which is fast enough already, the next boost there will be is from Sprint already.

Swiftsong is faster than FOW, and not to mention it's out of combat only so not relevant to my suggestion at all.
