I call shenanigans. The only time I've ever seen Revenant's Toll that empty is immediately following a maintenance. Even off peak times it's got far more people than that. Heck, even the starting cities have more people than that.
Excalibur, a fairly high population server, as soon as I logged in at about 11:30PMI find this image to be an inaccurate representation. I'm on Excalibur and this is no way a representation of what the population is like.
People in Revenant Toll started hanging out behind where the screenshot is taken instead of at the crystal and since PF there's more people hanging around in towns / market wards instead.
The population has decreased, as does with any game, but not THAT much.server timePST. Yes, there are people in other places besides Revenant's Toll.

I'm still skeptical, since Hyperion has more people in Revenant's toll than that picture at server time 8:32am which was about 15 minutes ago. I.e. an off peak time of 12:32-3:32am in North America (see pictures below.) If your photos were taken at 11:30pm server time, that would make it about 3:30-6:30pm in North America on a North American server. It's hard to believe that during a peak time like that, your server has less people in that zone than my server has during an off peak time. Perhaps if you uploaded a picture with the time clearly visible, instead of us having to take your word for it. During the same time late afternoon/early evening period on Hyperion, also a North American server, there are masses of people in Revenant's Toll. Far, far more than any of the screenshots here currently show.
