It would be illogical to put legacy or high population prices on smaller or medium servers, when it would take nearly x3 more work or even more for those servers. When we do the math, regardless of the server sizes, its the same amount of work required for each server even if it appears 80 million Gil cheaper
The problem with your math is that there is no indication that the total free company size is different per server. X people in a FC x 25K is the same on a high pop server as it is on a low pop one; exact same buying power.

The problem for SE is that there are more FCs with high member counts on high pop servers, which would allow more houses of a given size to be bought -- SE can't support a house for every free company, so they have to raise prices.

Buying power doesn't correlate with FC size at all though, the larger the FC the less attached a single member feels to it and this is a disincentive to donate for housing. The smaller FCs that are more a collection of tight, skilled statics are the ones more capable to raise money through titan selling (which is really the only decent way to make money now) and more invested into the FC. The only other large source of gil is old crafting profits from the big sellers but those have largely been spent.

I think if they ever released statistics on wealth concentration per-server it would surprise everyone but the sellers. This is probably the reason why SE priced housing the way they did, but they targeted hardcore groups with a piece of casual content which is mind-numbingly backwards.
