What you are describing is new classes, even when you gain experience while a job stone is equipped, you are earning experience towards the class, not the job.
You don't level jobs, you level classes. Jobs are augments to the base class that make you more powerful, they don't replace the base class.
And when more classes get released, they will indeed start people at Lv1.
I think OP wants the Jobs and Classes to have separate levels from one another. I never played FFXI, but from what I saw in Wikis, your level reverts every time you change, the base Classes were the 6 originals for that game and everything else was a Job, but the jobs started over from level 1.
The only trouble with that was the Jobs in 11 did not have a heavy reliance on their base classes like they do in 14. It would be interesting for split jobs like SMN and SCH to where you can set each one to its own stat bonuses rather than splitting it down the middle in order to be able to play both SCH and SMN.
I played FF11 about 9yrs & I agree. I would enjoy seeing a split in points though. That would require a class/job system rework.. since at level 30 a job is just the class it comes from +1 ability, why would you relevel the job which would only have its class abilities from 1 to 30 ?
I sure hope not. Leveling 1-50 is hell without the initial content to push you along, and that counts triple if you're a DPS.
It's soooooooo borrrringgggg. Fates require parties, DF takes 50 minutes per run, Battlecrafts are garbage after level 15 (and they nerfed the escorts), armory bonus counts for almost nothing without rested exp.
They really need to just add some better battlecraft leves.

OP, in FFXIV Jobs are this games version of a skill tree. In some games you'll have the base mage and it gets say 2 skill trees, fire and ice. In FFXIV it works the same way in that the base is a class, a specialist in a base set of skills. The jobs are then just skill trees that allow the class to specialize in something. Summoner is an Arcanist skill tree that allows them to focus on DPS, Scholar is an Arcanist skill tree that allows them to focus on healing.
If you wanted to have each new job start at level 1 then you would have to level each base class multiple times which doesn't make any sense at all. Why level Arcanist twice and learn all the same base skills twice?
