I've started talking with some Japanese players about the problem. Even though it doesn't involve them, they have expressed disgust at the fact that Square Enix is purposely stonewalling us on this issue. They do not appreciate the fact that Square has chosen a company known for scamming/fraud/irresponsible practices to process the payments of foreign players.

They also agree that Square Enix is STILL acting with their heads up their collective arse, as if the internet age had never come. You know, "make the game, publish it, move on" mentality that prevails in most game developers involving singleplayer RPGs.

Square appeared to have learned their lesson after the launch debacle, but it seems that they have relapsed into their old ways on hot-button issues.
