I had a similar problem too, the only way I could fix it was to disable framerate limiting in game, and disable vsync in the nVidia control panel. It basically seems to have to do with having to powerful of a system and it trying to throttle itself. However this was on a 120hz monitor. On a 60hz, you're likely to get bad screen tearing in lieu of the stuttering. :\
