to the op and any one else you cannot stream the ps4 beta for as the nda do apply even tho tha game is already out but the ps4 version of it is not and still under development content is not the same on public servers so se might be test out new content on the ps4 testing server so things on that part might differ slightly than what is on current game and content

I laughed at this pretty hard, and i'm not being an ahole I just found that funny for some odd reason. The PS4 version will be allowed to stream I think it was mentioned on the ZAM stream with Yoshi-P or I saw it somewhere, but PS4 will be allowed to stream.

They don't test new content, only the PS4 client.

There is no Phase 3, There's P1 which is basic testing you might say, and P2 that lasts for the weekend and lets you transfer you actual toon data over. after that there's a week and then it goes live.

All character created in the PS4 beta phase 1 get deleted. Phase 2 run on the actual live servers. You can create new characters or play with the old characters. There is no character transfer.

If you read the PS4 features from the main homepage it indeed says you be able to stream content using the PS4 feature. during Beta I'd assume you'll be able to do it as well, as it is a beta and were supposed to be testing the new stuff and such. Now whether if were allowed in Phase 1 or 2 or to a extent even at all before live I don't know.
