This is a bit of a problem, but a large part of this is simply who is being talked to. Call your ISP and the low level tech cant really help you much, and most of the time its an issue in the route, but in an area in the route that is not controlled by them and thus the tech is unaware of said issues. If they said its their problem but nothing they can do, your unhappy customer and likely switch ISP, so that wont happen. These techs also cant trace your exact path to really look into the issue, and since its a single client having issues (from the standpoint of the tech your talking to) it likely does not go too far up the chain, and this is why they send you to SE. If enough ppl talk to SE, and SE ties the issue to the ISP or node, then they can actually get high enough up to get something fixed. The big question is how is SE handling things, which sadly is a big unanswered question that we are unlikely to get answered just because of how SE handles such things.

yes, it should be, but connection issues resulting from issues in the path your ISP routes your data is not fixable by anything SE can directly do. and if your issues span more than a few select end game instances to where it is actually "unplayable" your having more ISP issues then most people any have something to complain about. either way, its only a small amount of the population playing that has said issues (widespread lag or specific to endgame instances), so its not SEs problem directly and all putting the blame and responsibility on SE to fix the issue is kinda stupid.
