FFXIV Boot Ver. 2013.06.18.0000.0000 (just installed)

Windows 7. ffxivboot.exe run as Administrator. Verified files under Program Files (x86)\SquareEnix\FINAL FANTASY XIV - A Realm Reborn

are not read-only.

Any suggestion how to get it work?
